Duties / Responsibilities: 

Provides senior level expertise in the design, development, application, and maintenance of operational environment scenarios at the US Army Intelligence Center of Excellence (USAICOE). These scenarios train US Army intelligence Soldiers on integrating processes and continuing activities of the operations process (MDMP) with a focus on the Intelligence Warfighting Function across the strategic continuum (cooperation, competition, crisis, and conflict) and All-Domain Operations (MDO). Intelligence processes include- Intelligence Preparation of the Battlefield (IPB), Targeting, Information Collection, Security Operations, and Risk Management. Conduct problem and needs analysis; design and develop, produce, and deliver exercise materials and special products related to scenario development projects. Provide support and assistance to the scenario team and course cadre, present technical and exercise briefings to course cadre and command staff as required, liaison with course cadre and all other stakeholders to ensure overall success of developed exercises and accept and give guidance from/to course cadre. Answer requests for information as required. Coordinates class arrangements, conducts training classes, and develops criteria for evaluating effectiveness of training activities.  Keeps abreast of training and development research:  learning theory, motivation theory, and new materials, methods, and techniques. Keeps current on strategic operational environment, threats, and US and Joint doctrine. Contributes to the development of new concepts, techniques, and standards. 

  • Works with minimum supervision and interacts with customer and senior leaders  
  • Perform training systems and learning platform analyses, design, development, implementation, and evaluation (ADDIE) 
  • Develops tests and visual aids; coordinates class arrangements, conducts training classes, and develops criteria for evaluating training effectiveness  
  • Provides subject matter expertise to management and technical personnel on area of expertise pertaining to mission and technical operations    
  • Supports program staff as required and ensure customer requirements and expectations are met 
  • Provides support at technical meetings and prepare reports when required  
  • Assists in the preparation and presentation of briefings; provides programmatic and technical support and assistance to the USAICOE Directorate of Training, and others as directed  


Minimum Qualifications:  

  • Possess a TS/SCI Clearance 
  • Served in military intelligence as an Intelligence Officer, Senior Non-Commissioned Officer, or Senior Warrant Officer in support of authorized intelligence activities as defined by AR 381-10 
  • Must have six (6) years of operational experience in military intelligence 
  • Experience designing and administering programs training personnel in IPB, MDMP, Intelligence Support to Collection, Intelligence Synchronization Process, Targeting Operations, Information Operations, Document and Media Exploitation (DOMEX), Intelligence Analysis, and Fusion Operations  
  • Experience developing new concepts, techniques, and standards 
  • Experience developing tests and visual aids  
  • Experience with the coordination, development, administration and evaluation of class arrangements, training classes and programs, and criteria for evaluating training effectiveness  
  • Experience related to current MI doctrine, recent (draft) changes and fielding of 

       Army Field Manuals, Army Regulations and DoD Directives relating to Intelligence Operations 

  • Experience implementing and operating programs, practices, and procedures for developing optimal utilization of personnel 
  • Experience with maintaining currency with training and development research:  learning theory, motivation theory, and new materials, methods, and techniques 


Preferred Experience:  

  • 10-20 years military experience 
  • Experience on Corps/Division/Wing staff 
  • Experience in Joint/Combined exercises, operations, wargaming and/or simulations  
  • Demonstrated ability to conduct multi-disciplinary research and write effectively 
  • Retired from the military as at least an SFC/MSG/CSM/SGM (E-7- E-9), CW2/CW3/CW4, CPT/MAJ/LTC 
  • Experience in planning and supporting Joint/Combined operations or exercises 
  • Joint/ Joint Planning and Execution System (JOPES) experience 
  • ARCGiS/GIS data management
