General Manager. John (Hib) Hibbert serves as General Manager of Titania Solutions Group. He brings a diverse set of technical and leadership skills to the company that he developed over the past 25 years as an U.S. Army Intelligence Veteran and federal Information Technology contractor. Prior to joining Titania, Hib was Vice President of Information Technology for Oberon Associates, Inc. where he managed a global team of engineers and software developers supporting DoD and other federal agencies. Hib joined Oberon shortly after its inception. Following five years of rapid growth, the company was acquired by Stanley Associates, Inc. Hib remained a key member of the executive team through both the Stanley acquisition and a subsequent acquisition of Stanley by CGI Federal. Hib is well versed in the structure and operation of emerging small businesses. In his current role as General Manager, Hib oversees the company’s operations, leads the FAA program, and is involved in other critical areas of growth.

Chief Technology Officer. Robert Boucher brings extensive government and commercial IT contracting experience with a strong focus on federal healthcare to Titania. He currently serves as Chief Technology Officer, providing technical guidance to Titania’s project efforts and business development activities; establishing strategic technical goals for internal corporate initiatives; and overseeing internal corporate systems. Robert’s technical and project leadership experience spans a wide range of disciplines, including DevSecOps implementations leveraging agile framework, Cloud deployment and operations, testing automation, client/server software development, database management and development, system administration, and capacity planning. Prior to joining Titania, Robert served as Chief Information Officer of Buccaneer Computer Systems & Service, Inc. where he directly supported federal agencies on a full-time basis as well as enhanced and maintained the company’s infrastructure, developed corporate IT policies, and met regularly with other executive leadership to plan the organization’s growth.

Vice President, Contracts. Jordyn Simoes brings over ten years in government contracting to Titania Solutions Group where she serves as Vice President of Contracts. She has extensive expertise in the management of all contract and subcontract types, with unique knowledge in managing federal service contracts supporting a variety of IT enterprise solutions. Jordyn’s experience includes business strategy, risk mitigation, compliance, organizational behavior and relationship management. She began her career with General Dynamics Information Technology (GDIT) where she was responsible for managing a complex, multi-billion-dollar portfolio and a group of geographically dispersed contracts professionals. In this role, she supported a variety of civilian healthcare, military and classified agencies. In her current role at Titania she is responsible for all aspects of contract and subcontract management and compliance. She is also involved in various areas of corporate management including organizational strategy, training and professional development, and program execution compliance. She plays a key role in contract compliance and negotiation, proposal development, and finance/accounting.

Vice President, Intelligence and Defense. From his past 36 years in government service and industry, Bill Clappin brings a broad range of technical and leadership skills to Titania. Bill is a U.S. Army Veteran of 23 years. His service includes positions ranging from Squad-level to Commander, Battalion through Army Staff Officer, and National Agency Operations Officer. While in uniform, Bill served with the National Security Agency (NSA), coordinated Congressional Affairs for Force Development, and his final assignment with INSCOM’s Army Cryptologic Operations office at NSA. Following his military service, Bill worked in defense contracting in roles ranging from supporting the Joint Interoperability and Test Command, building and managing business operations and growth at NSA, managing and developing business support for the U.S. Army Intelligence Center of Excellence, and supporting the Army’s Training & Doctrine Command.  As Titania’s Vice President of Defense & Intelligence, Bill supports the company’s Department of Defense and national intelligence programs. 

Vice President, Healthcare Programs. Gerald (Gerry) McIntyre is the Vice President of Healthcare Programs at Titania Solutions Group where he is responsible for advanced technology decisions and strategic mapping for healthcare programs. Gerry serves as the Agile Subject Matter expert and Deputy Project Director for the HCQIS Independent Verification and Validation Support Contract with the Centers for Medicare and Medicaid providing both Agile development expertise and development of an automated testing framework. He has worked for a number of companies including Mystech Associates (acquired by Northrup Grumman) and Oberon following his retirement from the U.S. Army. A twenty year Veteran, Gerry’s military experience includes Enterprise Systems Architect for intelligence systems and software architect. After serving with the 307th Military Intelligence Battalion during Desert Storm, Gerry’s last position in the Army was Chief of the Army Intelligence Battle Command Battle Laboratory.

Vice President, Advanced Technology. John Hathaway serves as Vice President of Advanced Technology for Titania Solutions Group where he brings technical leadership and expertise in all phases of the software development lifecycle. John specializes in implementing transformative architectural and cultural change, building cutting–edge solutions that utilize state of the art Agile, DevOps, and cloud–based architectures. His experience includes defense contracting with the Navy, Air Force, and Army as well as S&P 500 firms in media, financial services, medical devices, and pharmaceuticals. Prior to joining Titania, John worked with leading companies in the commercial financial services sector to drive transition to Agile software development in cloud–based and hybrid computing environments. He started his career building embedded software for Sonar systems then moved to creating communication software and providing strategic and technical leadership across U.S. Army Intelligence and Command and Control projects. In his present role at Titania, John is focused on supporting the HCQIS Enterprise Integrated Supplemental Testing (HEIST) Contract with the Centers for Medicare & Medicaid Services. He provides technical expertise that allows for the automated testing of CMS applications using Agile development and DevOps practices.

Senior Vice President, Intelligence & Defense. Following a successful 30-year career in the British Army, Keith (Dusty) Miller has dedicated more than 17 years to the pursuit of excellence in U.S. intelligence and defense training. As the Senior Vice President of Intelligence & Defense for Titania, Dusty is committed to providing effective and cuttingedge training solutions to meet the ongoing and future complex needs of our armed forces. During a long and varied career, Dusty has gained a wealth of knowledge and experience in NATO and multi-national intelligence operations, as well as counterintelligence, counterterrorism, security, Explosive Ordnance Disposal intelligence, predictive analysis, risk/project management, contingency planning, and investigation. Dusty is a recipient of the American Bronze Star following his deployment to Operation Iraqi Freedom, where he was assigned to the 5th U.S. Special Forces Group, and served as the Deputy J2 to the Coalition Joint Special Operations Task Force West.

Vice President, Business DevelopmentChris Kaldes brings 30 years of Federal Government experience to bear.  Prior to joining Titania in July of 2021, he was with Deloitte Consulting for over 10 years, bringing extensive business development, capture, delivery, and eminence to the Military Health Systems account, even serving as the client relationship executive for this account for three years.  Prior to his stint at Deloitte, he spent over 10 years at Booz Allen Hamilton as a business development leader and functional subject matter expert in Federal acquisition.  He also served as a Director at Unisys for four years, leveraging his pricing and cost estimating acumen.  Chris’ role at Titania is to not only increase the footprint of the existing client space at the FAA, US Army, and CMS, but to expand into new client space by leveraging Titania’s functional expertise. Chris is a Certified Cost Estimator/Analyst through ICEAA and he also holds a Certified Program Management Professional certification through PMI.

Program Manager of Mission Services.  Mark has over twenty-one years of experience as a program management and engineering professional and has a keen interest in cultivating relationships and building customer connections to ensure mutual success. Mark began his career building a strong foundation in industrial engineering, simulation modeling and data analysis, and technical problem solving in the manufacturing environment.  Mark worked at General Motors, BAE Systems, and, most recently, at GE Aviation prior to joining Titania, and he has significant experience and success in developing business-enhancing solutions with international and domestic customers, both civilian and military. Mark is particularly energized when he can integrate his strategic thinking with creative problem-solving to deliver value to the customer.
