Chief Executive Officer

Jones serves as President and Chief Executive Officer of Titania Solutions Group.  Bringing over 20 years of industry experience Jones is responsible for the strategic vision and leads the Titania team as we work to exceed expectations and successfully achieve our customers mission.  Most recently Jones served as the Chief Financial Officer for Titania and Swish Data, where he lead the acceleration of the company’s growth through strategic relationships and acquisitions.  He has vast professional experience, including serving as the CFO of Merlin International, where he utilized banking relationships and the ability to raise cash to grow the company’s EBITDA by ten times.  His early career focused on public and technical accounting as well as internal audit.  Jones is a graduate of Virginia Tech with both a bachelor and master degree in Accounting. He is a member of the American Institute of Certified Public Accountants, the Association for Corporate Growth and serves as the Treasurer of Arlington Babe Ruth Baseball.

General Manager. John (Hib) Hibbert serves as General Manager of Titania Solutions Group. He brings a diverse set of technical and leadership skills to the company that he developed over the past 25 years as an U.S. Army Intelligence Veteran and federal Information Technology contractor. Prior to joining Titania, Hib was Vice President of Information Technology for Oberon Associates, Inc. where he managed a global team of engineers and software developers supporting DoD and other federal agencies. Hib joined Oberon shortly after its inception. Following five years of rapid growth, the company was acquired by Stanley Associates, Inc. Hib remained a key member of the executive team through both the Stanley acquisition and a subsequent acquisition of Stanley by CGI Federal. Hib is well versed in the structure and operation of emerging small businesses. In his current role as General Manager, Hib oversees the company’s operations, leads the FAA program, and is involved in other critical areas of growth.

Vice President, Contracts. Jordyn Simoes brings over ten years in government contracting to Titania Solutions Group where she serves as Vice President of Contracts. She has extensive expertise in the management of all contract and subcontract types, with unique knowledge in managing federal service contracts supporting a variety of IT enterprise solutions. Jordyn’s experience includes business strategy, risk mitigation, compliance, organizational behavior and relationship management. She began her career with General Dynamics Information Technology (GDIT) where she was responsible for managing a complex, multi-billion-dollar portfolio and a group of geographically dispersed contracts professionals. In this role, she supported a variety of civilian healthcare, military and classified agencies. In her current role at Titania she is responsible for all aspects of contract and subcontract management and compliance. She is also involved in various areas of corporate management including organizational strategy, training and professional development, and program execution compliance. She plays a key role in contract compliance and negotiation, proposal development, and finance/accounting.

Vice President, Healthcare Programs. Gerald (Gerry) McIntyre is the Vice President of Healthcare Programs at Titania Solutions Group where he is responsible for advanced technology decisions and strategic mapping for healthcare programs. Gerry serves as the Agile Subject Matter expert and Deputy Project Director for the HCQIS Independent Verification and Validation Support Contract with the Centers for Medicare and Medicaid providing both Agile development expertise and development of an automated testing framework. He has worked for a number of companies including Mystech Associates (acquired by Northrup Grumman) and Oberon following his retirement from the U.S. Army. A twenty year Veteran, Gerry’s military experience includes Enterprise Systems Architect for intelligence systems and software architect. After serving with the 307th Military Intelligence Battalion during Desert Storm, Gerry’s last position in the Army was Chief of the Army Intelligence Battle Command Battle Laboratory.

Vice President, Advanced Technology. John Hathaway serves as Vice President of Advanced Technology for Titania Solutions Group where he brings technical leadership and expertise in all phases of the software development lifecycle. John specializes in implementing transformative architectural and cultural change, building cutting–edge solutions that utilize state of the art Agile, DevOps, and cloud–based architectures. His experience includes defense contracting with the Navy, Air Force, and Army as well as S&P 500 firms in media, financial services, medical devices, and pharmaceuticals. Prior to joining Titania, John worked with leading companies in the commercial financial services sector to drive transition to Agile software development in cloud–based and hybrid computing environments. He started his career building embedded software for Sonar systems then moved to creating communication software and providing strategic and technical leadership across U.S. Army Intelligence and Command and Control projects. In his present role at Titania, John is focused on supporting the HCQIS Enterprise Integrated Supplemental Testing (HEIST) Contract with the Centers for Medicare & Medicaid Services. He provides technical expertise that allows for the automated testing of CMS applications using Agile development and DevOps practices.

Vice President of Human Resources 
Sandra Bulgin serves as the Vice President of Human Resources for Titania where she is responsible for leading human resources strategy including talent acquisition, talent management, training and development, compensation and benefits, HR operations and technology, and compliance. In this role, Sandra uses her background as a strategic HR leader to align talent with corporate business strategy.  She has held executive level HR positions within financial and professional services, technology, and government contracting organizations. Sandra has her M.A. in Human Resource Management from Marymount University and B.A. in Communications from George Mason University.  She holds the professional designations of SPHR and SHRM-SCP.

Vice President, Intelligence & Defense.
Tom leads Titania’s Intelligence and Defense Business Group after serving 21 years in the US Army and retiring as a Lieutenant Colonel. He served as an armor and military intelligence officer where he supported a wide range of operations and organizations, from special operations, counterintelligence, ISR, institutional intelligence training, and intelligence modernization efforts. Tom served in various overseas assignments that include one tour in Korea, three deployments to Iraq, and one to Afghanistan. Tom’s focus is on business development, and customer engagement and satisfaction through consistent collaboration and communication.

Vice President, Mission Services. 

Mark has over twenty-one years of experience as a program management and engineering professional and has a keen interest in cultivating relationships and building customer connections to ensure mutual success. Mark began his career building a strong foundation in industrial engineering, simulation modeling and data analysis, and technical problem solving in the manufacturing environment.  Mark worked at General Motors, BAE Systems, and, most recently, at GE Aviation prior to joining Titania, and he has significant experience and success in developing business-enhancing solutions with international and domestic customers, both civilian and military. Mark is particularly energized when he can integrate his strategic thinking with creative problem-solving to deliver value to the customer.
